Borned in a leading farming family of village Landha (Ambala) to Mrs. Shanti Devi and Ch. Mam Raj Singh, young Kuldip obtained his M.Sc. (Hons.) and Ph.D. degrees from Punjab University, Chandigarh under the guidance of Prof. Ram Chand Paul, former Vice-Chancellor. Later, he proceeded to Germany and the U.S.A for higher studies and research.
After retirement from Haryana Agricultural University, he joined MM Group of institutions, Mullana (Ambala) as Director General and played a significant role in getting the status of Deemed University for the group now known as MM University. In September, 2007 he was invited to take over as the Director General of JCD Vidyapeeth, Sirsa.
